Sample Development Process & Fees Explained

If you've never ordered a custom bag or hat sample before, the process can feel opaque — what exactly are you paying for, why does it take weeks instead of days, and how do you know if three rounds of revisions is normal or a sign the factory can't execute your design? This guide walks through the sample types a factory actually produces, how fees and tooling costs are structured, what a reasonable timeline looks like, and what to send upfront so your first sample round isn't wasted.


1. The Three Sample Types and What Each One Proves

Factories don't build one sample and call it done — different stages of development exist to answer different questions, and conflating them is where most buyer confusion starts.

Proto sample (prototype): the first physical build from your tech pack or reference. Its job is to prove construction is possible and roughly correct — panel shapes, seam placement, hardware fit, overall proportions. It's often built from substitute materials close to, but not exactly, your final fabric and hardware, especially if your chosen materials require a minimum order to source. Expect to evaluate structure and silhouette here, not final color or hand feel.

Sales sample (also called a counter sample or confirmation sample):built after proto feedback, using your actual specified materials, hardware, and colorway. This is the sample used to confirm the look and feel that will be shown to your own buyers or used for marketing photography, and the one most brands treat as "final" before signing off on bulk.

Pre-production sample (PPS): pulled after bulk materials have been cut and bulk hardware ordered, immediately before mass production starts. Its purpose is narrower than the other two — confirming that what's about to run through the line matches the approved sales sample, catching any drift in a fabric dye lot or hardware batch. A PPS approval is typically the trigger that releases full production, and on larger orders it's reasonable to ask for a PPS even if you skipped a formal sales sample.

2. Typical Sample Lead Times

Lead time depends heavily on whether materials are already in stock and whether the design needs new tooling, but as a general guide:

  • Proto sample: 5–10 working days for a straightforward design using stock hardware; longer if a fabric or trim needs to be sourced specially.
  • Sales sample: 7–14 working days after proto approval, mainly gated by how fast your final-spec materials arrive at the factory.
  • Pre-production sample: usually turned around in 3–5 working days since it's pulled from bulk-cut components already on hand.
  • Tooling or die development: add 7–15 working days on top of the above if your design needs a custom hardware mold or a die for a non-standard shape — this typically happens once, before the first proto, not between rounds.

A quoted timeline that skips straight from "tech pack received" to "sample shipped" in 2–3 days for a design with custom hardware is worth double-checking — it usually means an existing mold is being reused rather than one built to your spec.

3. How Sample Fees and Tooling Costs Actually Work

A sample fee covers the labor, materials, and small-batch cutting needed to hand-build one unit outside of a production line — which is inherently less efficient than bulk manufacturing, so per-unit sample cost is always higher than your eventual bulk unit price. This is normal and not a sign of overcharging.

Whether that fee is refundable or creditableagainst a bulk order is a factory-specific policy, not an industry standard — get it confirmed in writing before the sample is made, along with the minimum bulk quantity required to trigger the credit. Some factories credit the full fee, some credit only the material cost and absorb labor as a sunk cost of doing business, and some simply don't offer a credit on low-value samples where the fee barely covers the work involved.

Tooling or pattern development is usually billed separatelyfrom the sample fee itself, and this is the part buyers most often miss. If your design uses entirely stock hardware and standard cutting, there's often no tooling fee at all — you're only paying for the sample build. But if it needs a custom buckle, a branded hardware stamp, or a die for a panel shape the factory hasn't cut before, that's a one-time cost for equipment the factory keeps on file and reuses for every future reorder — which is also why it's rarely refunded even when the sample fee is.

4. How Many Sample Rounds Is Normal

5. The Most Common Reasons a Sample Gets Rejected

  • Dimensions off from spec: usually a tolerance issue (soft bag dimensions naturally vary a few millimeters) versus a genuine cutting error — worth clarifying which one you're seeing before requesting a redo.
  • Color or material mismatch: often traced to a Pantone reference interpreted differently under factory lighting, or a fabric substitution made without flagging it to you — always ask for a physical swatch approval before the sample is built, not after.
  • Hardware substitution: a specified buckle, zipper puller, or clasp was unavailable and the factory swapped it without asking — a preventable issue if your tech pack names an acceptable substitute upfront.
  • Construction detail missed: a stitch type, reinforcement, or interior pocket that existed in a reference photo but wasn't called out explicitly in writing.
  • Fit or drape issue on the body: mainly relevant for bags with straps or hats with a fitted crown — something that's hard to catch from a flat sketch and often only surfaces once the sample is handled physically.

6. What to Send the Factory for an Accurate Sample Quote

Reference photos from multiple angles, including any interior details, if a tech pack isn't ready yet.
Physical fabric swatches or a named material and weight (e.g. 600D polyester, full-grain leather 1.2mm) — color rendering on screen is not reliable enough to sample from.
Pantone or hex codes for logo and trim colors, not just a screenshot.
Named hardware specs (buckle size, zipper brand/type) or an acceptable substitute if your first choice is unavailable.
Your target bulk order quantity — this affects whether tooling is worth developing at all versus using a closer stock alternative.
Any certification requirements (BSCI, ISO 9001, restricted substance testing) that could affect material sourcing before the sample stage.

Sending all of this upfront rarely eliminates revisions entirely, but it consistently cuts a three-round process down to one or two — and it's the single biggest lever a buyer has over how long sample development takes.
